Online Education for Release of Health Information in California

ROI Inmates Module

The purpose of this educational module is to provide accurate and authoritative information on proper and adequate disclosure of health information. The California Health Information Association (CHIA) is not engaged in rendering legal services, and providing legal advice is beyond the scope and intent of the educational modules.

RELEASE OF INFORMATION ... Inmates

This module will assist the student in understanding federal privacy laws (HIPAA) and California state laws in regard to release of protected health information (PHI) pertaining to inmates in the custody of local, state, and federal agencies, what PHI may be released upon request, whether a signed authorization for release of information is necessary, and what regulations apply in this context. The California Health Information Association is not engaged in rendering legal services and providing legal advice is beyond the scope and intent of the educational module.

It is highly recommended that for students to be successful they take the ROI Introduction Module prior to other modules.

STUDENT LEARNING OUTCOMES AND OBJECTIVES

Upon completion of the CHIA Online Release of Information Inmates Module, students will be able to:

1. Articulate the importance of releasing patient-specific health information according to current laws and regulations.
2. Understand what PHI may be released and under what circumstances.
3. Describe federal and state legislation regarding inmate patient privacy and release of information.
4. Understand the context of health care in corrections and the relationship between community health, public health and correctional health.

Summary

INSTRUCTOR

Lenore Gilbert, MM, RHIT, CHP, is the Director of Health Information Management for Prison Health Services, Inc. at Alameda County Jails in California. She holds RHIT and CHP certifications from AHIMA. Lenore finds providing professional health information management services within the context of law enforcement to be unique and challenging. She is an Adjunct Instructor for Chabot College. She volunteers for CHIA by participating on committees and as a member of the Mentorship Program. Lenore is currently working toward a Master of Arts Degree in Health Information Management from the College of St. Scholastica.

None required to take this module.

EXAM

Each exam is scored automatically online. The exam will be either multiple choice or true/false. Passing score is 70 for this module. Exams may not be retaken. Sample self-assessment questions have been placed throughout the module.

This module is designed so that you may leave and re-enter the module material as you desire. However, once you take the final exam, you will no longer have access to this module.

EVALUATION

The student will be given an opportunity to comment on this module, if expectations for this module were met, and to comment on other educational modules they would like to see developed.

CEUs

The student, after successfully completing this module and passing the exam will be able to print out a Certification of Completion (CEU form). Two CEUs (HIM Domain: Privacy and Security) are offered for this module. Print and retain online certificate of completion as evidence of completion.
